They could make a giant police command ship with lots of smaller ones, and they pursue the criminals by sea, only to get shipwrecked on a massive island where they have to stop the thieves from finding treasure.  |

Then they take the treasure to a museum, but the thieves escape, steal it, and take it back to either the first island or another one! |

And then there's a sea police chase, and the police boat crashes the thieves' boat, and the treasure sinks to the bottom, and the police capture the thieves! |
